Our key differentiator is our people. We are able to offer senior resources committed to our projects from the very outset to the very completion who can quickly understand the key drivers of the project and formulate a strategy to take forward works in line with the Client requirements. We have a track record in delivering successful developments to the required budget, time and quality.

Our team has extensive experience and has delivered both minor and major projects in mixed use, leisure, corporate, health, industrial and retail sectors. Whilst we are experienced, we are still very driven and rather than taking a strategic role we want to be driving projects and involved in every negotiation and lead the team to success. Our reputation has been built on getting our hands dirty and understanding and managing the detail of every aspect of the project.

David Jolley
Director

David is a Director and co-owner of Place Project Management, having previously served as the Regional Director across South Australia, Western Australia and the Northern Territory for a Tier 1 real estate company. Prior to this, David excelled in Project Management, Construction Management and Building Surveying roles, gaining well-rounded experience across all facets of construction and property. This new chapter allows David to return to what he loves; delivering projects and working with local companies to drive their requirements.

David’s extensive experience spans front-end briefing and feasibility, enabling him to guide clients in shaping project strategies and procurement approaches. He has a strong ability to translate complex requirements into streamlined processes for consultants and contractors to follow. His involvement has covered every stage of the project lifecycle, including building surveys, planned maintenance, due diligence exercises, feasibility studies, funding processes, design, programming, procurement, on-site management and project close-out to a very high standard.

Having worked across multiple sectors, David is skilled at navigating complex stakeholder environments and establishing clear processes that mitigate client risk. With around 20 years of industry experience, he has delivered both minor works and large-scale developments, drawing on his broad background to ensure every project receives a tailored, high-quality service.

​His practical knowledge of contracts and property further enhances his ability to lead and add value throughout the project lifecycle.

Scott Bell
Director

Scott is a Director and Co-owner of Place Project Management, bringing over 21 years of experience across major public and private developments. He was previously Development Manager for SKYCITY Adelaide on the $330 million Expansion Project and Senior Project Manager on the $550 million Adelaide Oval Redevelopment.
 
A well-respected project management professional, Scott is recognised within the property industry for developing and leading high-performing, collaborative teams that consistently deliver successful project outcomes. His experience spans project inception, master planning, detailed design, procurement strategy, and construction delivery.
 
Scott’s strong design background allows him to balance practicality, functionality, and cost in decision-making, ensuring well-considered outcomes for clients. He brings extensive expertise in communication, design management, procurement and contract administration, and has led both major and minor projects to successful completion within quality, time, and budget parameters.
 
Having worked with multiple government and private stakeholders, Scott understands organisational drivers and fosters collaboration to achieve “best for project” results. His proven capability across all project phases from feasibility through to construction delivery and handover provides clients with confidence that their projects are in capable hands.

Paul Cahill
Associate Director

Paul is a highly motivated and committed individual who prides himself on building strong working relationships and being extremely approachable. Paul comes from a background in construction, where he worked for a Property Developer for 4 years. During this period, Paul was involved in projects ranging from industrial developments through to large scale multi-storey residential and commercial developments. Working in this role, Paul was able to develop skills in contract administration, estimating, project management, tenancy coordination as well as client and consultant liaison.

Paul has since transferred to client-side Project Management, where he now has over 8 years of experience in delivering high-quality projects for clients such as BHP, Charter Hall, Santos and the State Government. Paul has worked within a number different sectors including healthcare, retail, government, local government, residential, aviation, aged care, student accommodation, commercial office, industrial plus more. 
Paul has provided a number of key services for Clients including feasibility studies, design management, programming, test fits, procurement advice and on-site project management. Having strong construction experience, Paul is able to effectively manage both the Contractor and Consultant Team throughout the construction phase of projects to achieve the best outcomes for his Client.

​Paul is an Associate Director and has expanded his experience to focus on strong stakeholder and delivery management to meet client requirements. Paul can also draw on extensive procurement experience to ensure projects are set up for success from the outset.

Lewis Coulls
Associate Director

Lewis is an accomplished Associate Director with extensive experience across a broad range of construction sectors, including commercial, residential and institutional projects.

Since joining Place Project Management in 2022, he has played a key role in strengthening the team’s front-end leadership and client delivery capability. Highly motivated and solutions-focused, Lewis thrives on complex projects where his technical expertise and commercial understanding deliver real value for clients.

​He is recognised for his strong analytical approach, attention to detail and ability to navigate complex stakeholder environments with clarity and professionalism.

With over twelve years of client-side project management experience, Lewis has successfully led projects through all stages of the development lifecycle from feasibility and design to procurement, construction and handover.

He brings particular expertise in integrated fit-out and base-build projects delivered under Agreement for Lease and fit-out incentive models, ensuring alignment between client, tenant, and contractor outcomes.

Lewis is passionate about driving collaboration, fostering strong relationships and delivering projects that combine design quality, functionality and commercial success.

Senior Project Manager

Nina is a Senior Project Manager with over 20 years of experience within the building industry.

She has pursued a multi-faceted career gaining experience in interior and architectural design as well as construction and client-side project management. All these roles have facilitated knowledge in a large and varied portfolio of projects ranging from community, government, hospitality and private sector work. 

Her experience has developed the skill to effectively collaborate with diverse teams and stakeholders. Her strong work ethic, attention to detail and problem-solving abilities have contributed to her reputation for delivering successful projects. She can keep a calm and composed demeanour, even in high-pressure situations and works hard to inspire and motivate others. Nina's passion for creating impactful and innovative designs is evident in her dedication to staying updated with the latest industry trends and technologies. Her friendly and approachable nature fosters positive working relationships with clients, colleagues and industry partners alike.

Nina’s involvement in projects extends from the initial brief, design, documentation and contract administration to her ability to effectively lead and manage team members. She has a clear understanding of the client’s objectives and consistently completes projects within their required timeframes, budget constraints and an optimal level of quality.

She enjoys the construction industry’s challenges and is passionate about delivering great places and spaces that the end users love to inhabit.

Sophie Fantasia
Project Manager

Sophie is a commercially astute and detail-driven Project Manager with over a decade of experience across property valuation, development and delivery.

Recently joining Place Project Management, she brings a well-rounded skill set shaped by her diverse background in residential, mixed-use and high-rise developments, including her role as Project Manager on the landmark 88 O’Connell project.

As a Certified Practising Valuer specialising in master planned developments and subdivisions, Sophie offers a deep understanding of the full project lifecycle, from feasibility and planning through to execution. Her transition from Valuation into Project Management provides a unique commercial perspective, enabling her to assess risk, drive value and deliver outcomes that align with client vision and end-user needs.

Sophie is known for her strategic insight, collaborative leadership and ability to coordinate complex stakeholder environments. Her experience includes leading design development, navigating authority approvals and managing stakeholder engagement across a range of urban projects. She has delivered bespoke residential outcomes tailored to purchaser preferences, negotiated with commercial and retail tenants during lease and fit-out planning and managed governance with Council and other authorities, all while maintaining a strong focus on time, cost and quality.

Sophie thrives in dynamic, multidisciplinary environments and is driven by a passion for creating thoughtful, commercially sound developments. She is committed to continuous growth and is well-positioned to take on increasingly complex project management roles that demand both strategic thinking and hands-on delivery expertise.

Fred Moore
Project Manager

Fred is a Project Manager at Place Project Management with over ten years of experience across construction, energy and infrastructure projects. He holds a Bachelor of Construction Management (Honours) from the University of South Australia and graduated in 2019 with academic distinction, including the R.A. O’Neill Award (AIB SA) and the CIOB Excellent Building Undergraduate Award.

Fred commenced his career in the building sector as a Contract Administrator, where he developed a strong foundation in procurement, contract management, cost control and project delivery. He then spent six years with LMS Energy, progressing to Manager of the Project Management Team. In this leadership role, he was responsible for managing and mentoring project teams while overseeing the delivery of a diverse portfolio of technically complex projects.

His experience includes landfill gas renewable power stations, data centre developments and Australia’s first large-scale solar farm constructed on landfill. This has provided him with a strong understanding of complex site constraints, stakeholder interfaces and the delivery of specialised infrastructure projects.

Fred brings a commercially focused and delivery-driven approach, with strengths in stakeholder engagement and cost management across all phases of the project lifecycle. A confident and capable leader, he is known for building high-performing teams, fostering collaboration and maintaining clear communication to consistently achieve successful project outcomes aligned with client expectations.

Taylor O'Leary
Assistant Project Manager

Taylor is an Assistant Project Manager at Place Project Management joining in September 2024. She holds a Bachelor of Business (Property) from the University of South Australia and has in excess of 6 years experience in the industry.

She specialises in the management of development, feasibility and the delivery of projects, excelling at streamlining project workflows and ensuring that client objectives are met efficiently and effectively. Her expertise includes coordinating project phases, managing budgets and schedules and facilitating communication between stakeholders, the design team and contractor to provide a clear understanding of requirements that are meticulously planned with the outcome of project success.

Taylor has an excellent understanding of projects from front end, which allows her to set projects up from the outset so the process is clearly mapped and all parties understand their roles and are held accountable for their actions. This provides an important base to project delivery and the administration of a project, whether small scale or higher value.

Her proactive approach, combined with her strong organisational skills and industry knowledge, positions her as a key asset in delivering high-quality developments on time and within budget.

Harry is an Assistant Project Manager at Place Project Management, where he joined in February 2025. He holds a Bachelor of Construction Management (Honours) from the University of South Australia, where he had a strong focus on managing pricing risk in the construction industry.

Harry is a highly motivated and detail-oriented Assistant Project Manager with a strong foundation in cost management. He has worked on a range of construction projects from large commercial to smaller fit-out projects. Enthusiastic and proactive, Harry has a keen desire to learn and grow within the project management field.

​Harry’s excellent communication skills, assist him to thrive in collaborative environments and effectively communicate with stakeholders to ensure project objectives are met. His skills in budget tracking, risk management and cost analysis enables him to focus on efficiency and value optimisation.

Through his academic studies and early industry exposure, he has developed capabilities across risk management, scheduling and cost management, enabling him to support effective project planning and coordination.
